Military Sexual Assault Reports Decline Third Year

Military sexual assault reports decline for third consecutive year, with increased reporting rates suggesting potential cultural shifts.

The update

Official reports of sexual assault in the military decreased for the third straight year in fiscal year 2025, according to the Pentagon’s annual review. The department received 7,998 reports of sexual assault involving service members, down from 8,195 in 2024 and 8,515 in 2023. An anonymous survey found that 4.3% of active duty women reported experiencing unwanted sexual contact, down from 6.8% in 2023, while the rate for men decreased from 1.3% to 1%.

Why it matters

The declining rates suggest potential progress in addressing sexual misconduct within military ranks. Notably, the reporting rate increased from 25% in 2023 to 33% in 2025, which Pentagon officials view positively as indicating greater trust in the reporting system. This trend could reflect improved prevention efforts, cultural shifts, or better support for victims.

What to watch

Whether the decline represents actual reduction in incidents or changes in reporting behavior. The Pentagon’s methodology for collecting and interpreting this data will face scrutiny. How military leadership will sustain and build on these trends remains unclear.
